[aprssig] on a multi-TNC digipeater, which callsign should be traced?

If we assume there is some sort of "higher than digipeat" operations going on (e.g. filtering) then both seems to be appropriate (think IP router with discrete MAC addresses on each port). 

Of course there could be packet length, bandwidth, or other considerations...
