[aprssig] Balloon in Maryland CANCELED

The ARTS school launching the balloon tomorrow morning (WED 1 April) have
gotten cold feet after reading all the FAA rules.  SO they are going to
teather it.  And so there is no need for an APRS tracker.  Though I have
spent all day debugging one and getting it ready..  Then building a second
duplicate per their request!

SO Balloon-EX is CANCELED.
