[aprssig] where is PSAT

That's the TLE I'm using in the PSAT SATSRV auto pass responder.  
However, it's missing the check digits on each line and most TLE's don't 
include the + signs. Your usability of this TLE as provided may vary, 
but APRSISCE/32 will certainly reject it.
