[aprssig] K6RPT-12 balloon over TX

A long-duration solar-powered APRS balloon flight is in progress over
Texas.  K6RPT-12 was launched last Friday from central California.  It flew
over the northern US and into the west Atlantic, then reversed course and
came across Florida, the northern Gulf, and is now near El Paso.  The
forecast calls for a slow loop through the southern Plains over the next
week.

The transmitter is only active when sun is lighting the solar panels, so no
reports are received at night.
