ACKs are not ACKed and they aren't resent. So a message is sent multiple times until an ACK is received or it times out. An ACK is sent once for each received message.
So two stations nearby on a clear channel the ACK may be slightly more likely to be received because they are shorter, but in the real world where there is a decent chance for packet loss Bob's claim has validity.
