Claiming a 28% "adoption rate" sounds really fishy to me.

I suspect they didn't discriminate between actually having/operating APRS 
equipment,  and people saying "Yeah they do APRS" meaning occasionally viewing 
a map on the Internet from findu.com or APRS.fi.
