[aprssig] program for linix

UI-View is a graphical APRS viewing application in addition to providing 
IGate services.  Aren't aprx and aprsd head-less IGate solutions?

I'm told that APRSIS32 runs fine under WINE, including RF ports and the 
IGate function.
