[aprssig] Unicode in APRS messages

Hi,

I just downloaded and installed your program, and yes, SARTrack can 
communicate two-way with your program using Unicode characters (above 
#255), excellent.

This was NOT the case with AGWTracker (That is an APRS client- its NOT 
AGWPE), but this did not work.
