Great question! I'd much rather focus on designing a more robust
network than singling out specific bad actors.

aprx supports rate limiting by source. Here's the section from the manual:
The srcratelimit is like ratelimit, except it is applied per packet
source call sign. In 3rd- party frames (i-gated and radio relayed) it
is the innermost source callsign, otherwise it is packet source
callsign. This allows regulating any single source callsign from
flooding the channel (either by gate or digipeat.)
