[aprssig] Paths - Solution proposal

I am not proposing changing the installed using base, just improved 
routing at the Digi level.
- Stay with 1200 baud....

For a faster network, we have to build an all new infrastructure.

We need a better solution that either uses the existing TNC's in KISS 
mode or an all in one solution. We could then get the sysops to 
install using the existing radio's.
