Please don't invoke the FCC for this!
Anyone can put up a station that does both AX25 and protocol X.
Anyone can build a black box to sit between the radio and antenna
to translate AX25 to/from protocol X, or a gateway that does the same.
It's amateur radio. If you want to do something, go do it.
