It's the same-old same-old issue:

What IBM, in the face of the failure of their PS/2 Microchannel architecture 
PCs in the face of machines with ISA and PCI slots, once called

"The tyranny of the installed base"

It's the thousands of Kenwood and Yaesu all-in-one APRS radios, embedding 
unchangeable copies of the archaic 35-year-old 1200-baud AX.25 protocol, that 
provide a powerful dis-incentive to change.

Unless the FCC takes action in the way they did for digital TV (i.e. ban analog 
transmission after a certain date) and decrees a drop-dead date for AX.25, I 
don't any significant uptake of newer, faster, more robust protocols anytime soon.
