[aprssig] next beta build #31 of YAAC ("Yet Another APRS Client")

Ø  The next build of YAAC is now available, downloadable from the usual
sources:

> 7. Handle invalidly-formatted APRS position reports where only two degree
digits
      are specified for longitudes



I hope the "handling" means FLAG the packet as being Broken. Since every
other client and all APRS radios will ignore the packet.  So it does the
sender of a wrongly formatted packet no good to accept it in YAAC while the
packet remains broken for everyone else in the world.



The idea is to get the sender to FIX his data, not continue to accept it.
