Ditch the 2M mobile rig, place an modern HT with power saver enabled if all you are doing is sending telemetry, not digipeating. 
 No mechanical relays to fail, very little power consumed inbetween TX's. My KA1GJU-3 WX station has been solar powered for +10 years, using HT's on 5 Watts. It's also a digipeater as well, so the power save feature HAS to be off in able to RX packets completely. 
 If 5 watts isn't enough, get a better antenna (cheaper than burning up valuable solar power with a QRO rig).
