Stephen, have you made any attempts to contact the responsible party? 
Are they using a legitimate callsign? Does QRZ.com have an email address 
for that callsign? Is the balloon being launched as part of some UM 
program? Can you identify the department head?

I know you are smart enough to know this, but I think it bears 
repeating...complaining in this SIG doesn't solve the problem. You have 
to find out who's responsible and "educate" them.
