[aprssig] APRS device identifiers (REPLY-ACK)

If Reply-Ack (http://www.aprs.org/aprs11/replyacks.txt) is all it takes 
to be the "best/handiest" messaging app, then APRSISCE/32 and my 
upcoming Android version would fit in the same category.  But I suspect 
that's not the reason for the originally expressed opinion.
