If everything should be machine readable then make the icon file be only
icons and a GUID for each one, no text.  The localized text would be in
another file of the same structure with GUIDs.

Example:  Icons are in aprs_icons.xml with entries such as:

<icon GUID="this_is_a_guid">
	<icon property></icon property>
	<icon property></icon property>
</icon>
<icon GUID="this_is_another_guid">
	<icon property></icon property>
	<icon property></icon property>
</icon>

Localizations are in appropriate files using the ISO language and
country codes (e.g. en_US.xml, en_UK.xml, fi_FI.xml, etc.)  Then within
each one of those files you have something like:

<icon GUID="this_is_a_guid">
	<iconname>Text of the icon</iconname>
	<otherlocalizedicondata></otherlocalizedicondata>
</icon>
<icon GUID="this_is_another_guid">
	<iconname></iconname>
	<otherlocalizedicondata></otherlocalizedicondata>
</icon>


The program reads in the aprs_icons.xml file, stores into an array or
hash table indexed on the GUID then reads the localization file and
appends properties to the array/hash table based on the GUIDs there.
