[aprssig] mic-e: technical info or source code ??

Mic-E is one form of coordinate and status encoding used by APRS which 
is AFSK modulation (1200/2200 Hz) of an AX.25 bit stream using 
exclusively UI packets.  The actual packet encoding is described in 
aprs101.pdf.
