Andrew,
I THINK what you are trying to do is route all your network traffic 
over a device other than your router?
(Like a laptop/tablet with a cellular connection?)

In your example below I will make some ASSUMPTIONS that I need you to clarify.
Raspberry Pi: I assume it is connected via wired ethernet to the Router?
Router: I assume you do NOT have a network connection on the WAN port?
192.168.1.40 is the WIRED ethernet port of the Netbook?
192.168.1.103 is the WIRELESS lan connection of the netbook to the 
above Router?

The Netbook is running what flavor of windows? (Home, Pro, Media Edition, etc.)

The Netbook ALSO has a WLAN (3g/4g/modem) to another network?
