[aprssig] 1200 vs 9600 baud

It's too early to find what I'm looking for but somewhere in the docs  
on using DTV dongles for adsb there's mention of the bandwidth which I 
thought was stated to be about 2MHz - but don't hold me to that.

Dongles with the R820 rx chip already cover the 23cm band, where (in 
Australia at least) wideband signals using any modulation technique are 
permitted, so there's the experimental rx. Now for someone smarter than 
me to come up with an experimental tx.
