[aprssig] KS9N's USA Map for APRSdroid

I tested again with
http://aprsdroid.org/download/builds/APRSdroid-gl-2013-08-19_osm030.apk
and it fails at the same southern boundary, nowhere near the south end
of the USA.

PS. I am keeping a seed alive for the .torrent as well. One of two
seeds currently available.
