[aprssig] new beta build#20 of YAAC ("Yet Another APRS Client")

Greetings, all.

The next beta build of YAAC ("Yet Another APRS Client") is now available from the usual places:

Changes and additions in this build include:

1. performance enhancements when reading old hardware serial ports.
2. add support for sending and answering QRU queries.
3. fix problems in handling telemetry and weather messages.
4. make APRS-IS port driver better able to reconnect to backbone if
      a connection failure occurs.
