Andrew,

BigRedBee provides the smallest 2 Meter high power fully integrated
GPS/APRS transmitter available today, and can operate on one or two LiPo
cells depending on how much RF  power you need (1 watt with 4.0 volts) .
 THere's also a 70cm version available in 16mw  and 100 mw versions.   All
have an integrated u-blox NEO 6 gps module set to "airplane mode" to give
the best dynamic response.
