[aprssig] FREQ Object radio issues (b)

The D710A APRS manual on page 25 specifically notes:

tOFF  - indicating narrow
TOFF - indicating wide

Perhaps this is in conflict with the standard, but Bob indicates that actually only the first character is used to determine narrow/wide, I guess OFF and off are the same.
