Well, you could try my platform-portable program YAAC (Yet Another APRS Client). I routinely use it on Linux, and have a plugin API if you want it spewing non-graphical messages about station position updates.

Alternatively, I've heard of aprsd, a daemon process you could connect your Perl script to.

That runs into a couple of my prerequisites.
#1 is I'm running linux.
#2 is I don't want to look at a graphical display.
I guess I could give those up eventually.
But I really want an email or text message that says
"Station W0EP distance 123 miles direction 320 degrees"
And that's about it.
