Yes, but only for the packets delivered out the RF path and they'll end 
up with a qAR when they are received and processed by an IGate.  
Anything injected directly to APRS-IS should only have TCPIP* in the 
path and will end up with a different q-Construct 
(http://www.aprs-is.net/q.aspx).
