maybe because that won't work in europe, we got 5 seperate repeater system,
output at 430.000 - 430.400 with 1.6 mhz shift up (pa/on/f),
output at 433.000 - 433.375 with 1.6 mhz shift up (g),
output at 434.600 - 434.975 with 1.6 mhz shift down (rest of region 1),
output at 438.000 - 438.400 with 7.6 hmz shift down (pa dstar and multimode)
output at 438.650 - 439.425 mhz 7.6 mhz shift down (hb/dl/oe)
and that is not even counting all the private repeaters that can have 
any shift as long as the in and outputs are in a nbfm or allmode segment 
and it is not unthinkable I missed a localy used system.
That is also why auto repeater shift is not functional on european 70cm 
rigs.
