Frequency switching based on longitude has been suggested in the past,
including going through the ISS and path switching for that matter.

Look for GPSL and UKHAS on yahoo groups if you are interested in balloons.

And of course the BALLOON group on ANSRVR for auto launch and burst message,
plus chat.

It would be interesting if it were possible to beacon thru the ISS while out
of range of terrestrial stations.
