So........

What about the poor guy who gets the DIGEST and said digest is now HUGE and
he can't find what's interesting to HIM because the digest is full of OFF
TOPIC messages?

Seriously, this topic needs to go to some "sea-lawyers" mailing list and not
the APRSSIG.  In my opinion, of course.  Dunno where the list owner stands.
