[aprssig] Satellite Predictions requires a) Beacon and b) Messaging IGate

Thank you for that link!  That's the kind of detail I've been looking 
for before completely re-inventing this particular wheel.

However, that design makes the assumption that DIGI_NET is on the local 
RF and I need to do more thinking about how to extend it to a global 
system as provided by APRS-IS.  I'll see what I can do to bring some of 
that relevant information into upcoming changes (like maybe the date 
being with the zulu time to qualify just how old the forecast is, if I 
can ever be truly swayed away from a delta time).
