Interesting 433 for garage door openers and APRS for commercial stuff?  This area has repeater links and other stuff in this area?

That would be a short range link... so  I guess they do a "drive by" and download the data from curbside as opposed to live tracking.  Of course it would be easy (and smart) to make it beacon while moving too.
