No, they are not dumb. They have a dominant position which they abuse
to reinforce that position by doing stuff like this to make people
decide the easiest way to avoid problems is to use their tools. (Which
it isn't. Ask any VB6 developer.)

Microsoft is all about making as much money as possible, not about
making things compatible with other products they don't sell. We may
have to lump it but we don't have to like it.
