It has been pointed out to me that this answer is not entirely correct.  
While it is true that we had no flow control selected for UI-View, we 
may have had flow control on the D710.  Here are some details:

After reading the email, I'm not sure the TNC/computer setup this line
refers to may be so:  "After removing the Xon/Xoff from UI-View, we ran with
no flow control on either the D710 or the computer.."

Recall these  paragraphs.
A) "Also noted that the 710 has a TNC command called XFLOW which appears to
sort of do XON/XOFF flow control, i.e., software flow control.  Here's the
description of the command: "Causes the TNC to perform software flow control
when ON or hardware flow control when off" (Ref: Last entry on page
PACKET-7).  So it looks like the D-710 has flow control whether the operator
wants it or not.  You might see what D-710 XFLOW setting you're currently
operating in."
B) "The bottom line -- it appears the D-710 is in either software or
hardware flow control at all times.  Assuming, as Mark commented after
receiving my email, that the hardware flow control can make it through the
serial/USB converter."
