[aprssig] Can we use satellite digipeater for power outage region?

Is there any way for you to get in contact with the ARISS folks and 
possibly have them keep the ISS in digipeat mode while it's over Japan?

Just thinking that the utility of using this might be problematic if 
they decide to switch modes.
