You can read about APRSISCE/32's Announcement groups at
http://aprsisce.wikidot.com/announcements But don't be concerned,
ANSRVR works with anything that can send and receive APRS messages. It
is not specific nor restricted to APRSISCE/32.
The bottom of that page enumerates the differences between CQSRVR and
ANSRVR as:

These two difference make ANSRVR particularly suited for distributing
announcements (hence the name) to an interested group of subscribers.
Subscribers can "lurk" by keeping their interest alive without sending
messages and Announcers can send multiple messages back-to-back to
communicate more than the "CQ" contact call intention behind CQSRVR.
