Wasn't this contingent on something the Sproul Brothers were doing with
WinAPRS/MacAPRS? 

Does standard PC-APRS take a received packet and generate the email and have
the necessary connectivity to pass that email?

With what appears to now be the demise (or at least the end of support) of
WinAPRS/MacAPRS by virtue of several years of no further development have we
(perhaps) lost this functionality?
