[aprssig] status text on kenwood aprs-capable radios

The selected frequency doesn't tell others in the world which 
EchoLink/IRLP node you're monitoring. That goes in the fixed portion of 
the text and is selected by PM. At least, I believe that's what Dave is 
proposing.
