Except that's not the lat/lon format that NOTAMS use.  It's DDMMSS format, not
decimal degress or degress/decimal minutes.

304906N = 30degrees 49 minutes 06 seconds N or 30.8183 degrees

0802811W = 80 degrees 28 minutes 11 seconds W.  or  80.4697 degrees
