[aprssig] Monitoring APRS emergency packets

Hello !

Just a quick note to inform you that I have made available a tiny
utility software that runs on Linux and can be used to monitor APRS
emergency packets and eventually execute a command upon receiving them.

It can be easily run in background and used to trigger, for example,
email alerts to a given list of recipients. It should be straightforward
to build and use.
