[aprssig] Filter?

APRSISCE/32 adds a b/ filter for every MultiTrack™ window that it 
creates. It has an internal limit of 16 windows open at the same time, 
but add that to the 10 or so that I have in my explicit filter and there 
seems to be no limit.
