If using a D700 - it starts with a 500 ms TXDelay packet.  :-(
Fortunately that doesn't apply to any digipeated transmission - only
to the initial broadcast.

This is only considering very simple position packets.   APRS is much
more than that.   BLN's, messages, etc are much longer.   The higer
speed be even more relevant when we start doing "Radio Mirror'ish"
things like sharing icons or map tiles.

Still, for mobiles, 1200 baud is enough...
