software, using a common registration system so that nodes can be linked

A question in the FAQ on the latter site discusses the difference between
asterisk/app, IRLP, and Echolink.

Asterisk/app_rpt is separate from allstar, because you can run completely
private repeater linking systems without ever registering them with allstar.  
(I am currently working with a local repeater club on just such a thing).
But the allstar folks have made it relatively easy to put a repeater onto
the allstar network using asterisk with some fairly inexpensive hardware and
a quick-install version of Linux.
