We have the same regulation in France. In addition, the APRS-IS is
considered as private network for licensed radio amateurs. It is an
extension of the HAM's radio network.

However, I'm using my phone on my LAN to access my IGATE
via my server to beacon my phone's beacon to RF, which seems
no problem.

Looking at the IS, we see several bootleggers using iPhones
with OA being gated by N6NAR. In addition to the usual CB
guys using AHUBSWE2 as server. Admittedly very few. None
of these passes my server, of course.
