[aprssig] [Balloon_Sked] Portugal Receives Packet!

Don't know about Spain, but CT1AKV told me earlier today that they're 
monitoring on 144.390.  They're a bit north of CT1END, but it should be 
in range there soon.  I checked his RF Port configuration (he's running 
APRSIS32) and there's a port that hasn't heard anything for the past 5 
hours which is about when he told me he'd be monitoring.

Got my fingers crossed and am watching for a new qAR packet!
