[aprssig] APRS Messages and Operating Codes (Q & Z)

WRT the Operating Codes (Q & Z) question, I can tell you that there's some
controversy re its use in situations potentially requiring interoperability.
We'd built that capability into our Tickets CAD system - fairly widely used
in the ARES/RACES world - as an option, and I was surprised to hear
complaints back from some users that we seemed to be encouraging the use of
such signals, when they've been doing everything possible to deprecate it.
So, a caveat re its usage.
