[aprssig] Internet query over APRS

Are you trying to install the desktop software on your windows mobile device? 
It looks like you are installing the mobile CAB file, but the errors, to me, 
suggest you have a version or some other feature compatibility issue between the 
OS you device is running and what you are trying to install.
