[aprssig] Clueless WA4SZE Beacon Trashing 30M HF APRS

About 3 or 4 days ago, WA4SZE started operating a non-stop 24-hour beacon on
10.149.100 MHz. This seems to be a stepped-power beacon similar to the
NCDF/IARU propagation beacons on the higher frequencies This signal,
originating from Manchester TN, is now disrupting the 10.149.200/.400 FSK APRS
channel over a large part of North America.
Here on the west coast, this signal is peaking at S7-S8 for many hours each
day, triggering the AGC on my 30M APRS igate receiver, rendering most APRS
signal un-receivable. Being only 100 Hz below the lower of the two tones for
APRS FSK, there is no practical way to notch this signal out of the receiver
IF passband without damaging the FSK signal.
