For Part 15 (which the ZigBee modules are) the antenna is part of the certification, so only sertain antennas are legal in the ISM bands. I'm pretty sure ZigBees can NOT be moved to the 2.4 GHz ham band.

Two points, I guess:
1. I wonder if the FCC would be interested in these? Note the power levels (2W is illegal in the U.S., no?)
2. For HAM use, could be the basis for a nice digital backbone, especially when paired with a yagi or panel.
