[aprssig] Beta-quality APRS device statistics

Okay, I'll switch to APRNOW instead with no version.  I was looking at the short 
list and saw no APN and had forgot about this longer list.  The next version 
with APN102 is out the door.  Following that, I will use APRNOW.
