No, all the PL/DTMF user has to do is get his assigned PL, remember
how to set that PL on his radio, and _then_ he can send his position.
And the PL is event-specific, to be re-coded for each event.
You have squared the complexity on the user side, and cubed (or worse)
the complexity on the receiver side, for a trivial decrease in
bandwidth utilization. Just not worth it, IMO.
